     Employee of the Month

Employee of the month Dominique Occhuito

Dominique Occhuito commenced as a volunteer with CatholicCare (then Centacare Sydney) in mid 2004. By September '04 she had successfully secured employment with the Direct Employment (DEN) programme as a Training and Placement Officer based at Belmore.

By mid-June 2005 (aged 22) she applied for and secured a position as a Senior Co-ordinator in the same programme and was based at Fairfield (outside the office of the Director of the WET Directorate - her boss' boss).

At the end of June a new WET Director commenced duties at Fairfield and in December he asked Dominique to conduct a short review of a particular situation. She was required to complete a project plan (a 'blueprint') before commencing and to provide a confidential report. She was taken off-line for a few weeks to complete this detailed report that identified and quantified financial losses as the result of oneperson's inaction. Dominique maintained absolute confidentiality.

Towards the middle of 2006 the programme manager took around 8 weeks leave. The Director decided that there was no suitable replacement for the manager from within the DE team and asked another manager if she would act as the DE Manager. She agree don the proviso that a deputy/assistant manager be appointed to provide operational advice. A request for expressions of interest form within the team for an assistant manager for 8 weeks yielded one response - Dominique's. She was put through a very tough interview to assess her ability and suitability. Before the manager went on leave a process of re-organising DE had commenced to address structural flaws. This process continued while the manager was on leave.

After here appointment as assistant manager, Dominique was requested to see if she could find where DE was losing money (something the manager had not been able to ascertain for 12 months). Within 2 weeks she presented a report that identified 3 areas of major financial leakage, quantified the loss from each leak and presented proposed remedies.

During the 8 weeks she also played a major role in reorganising the programme including the development of a preliminary service model that was used during the consultation phase. The re-organisation identified an on-going need for an assistant manager and it was agreed to trial that till the end of the financial year. Applications were sought from interested staff and Dominique was the only applicant. She was put through another tough interview and was appointed for the remainder of the financial year.

In February 2007 the manager advised that she no longer wanted to be in that role. Dominique was asked if she would take over pending recruitment. She agreed and at age 23 became the youngest manager in the agency. At this point the programme was at a $120k deficit and increasing each month.

By the end of June Dominique had reduced the deficit to $20k and was also permanently appointed having applied for the position and been successful at interview.

In 2008/09 DE (with Dominique as Manager) returned a surplus of around $450k and will return a similar surplus in 2008/09.
During her time as DE manager Dominique:

  • Was the youngest manager in the agency and managed the largest single programme in the Agency;
  • Turned DE around financially;
  • Grew the programme from a budgeted $1.8 million income in 2007/08 to a budgeted $2.8 million income in 2009/10 (an increase of 55% over 3 years);
  • Improved the star ratings to a point where 2 sites will be rolled over in 2010;
  • Encouraged and mentored many of her staff;
  • Established practices (such as the claim team) that have added real value;
  • Has been highly teachable (e.g. in 2006 her emails were very direct and potentially rude but Dominique listened to advice and actively set about to change and improve her email communication);
  • Completed a Diploma of Company Director;
  • Has been appointed to the Audit Committee of a small NFP housing provider;
  • Has been promoted to Senior Manager Business Development;
  • Has been an absolute pleasure to work with and taught me much about people and helped me to develop my own thoughts on certain issues through the questions she asked;
Dominique is a credit to herself and to her parents and enriches the lives of those with whom she is involved. I am proud to count her among my small circle of friends.
